Julia Chang Frank
Co-founder and Volunteer Network Lead (Focus Action Network)
Julia serves as strategist and event facilitator for Focus for Democracy. In addition to being a key architect of the fundraising network, Julia also launched and led the volunteer effort Focus 2020, now called Focus Action Network, and developed the Civic Connector relational organizing technique.
Julia is a Senior Consultant with Cascadia Consulting Group’s California office, where she works with public agencies to design and implement environmental programs and community engagement plans with quantifiable outcomes. Before joining Cascadia, Julia led the City of San Francisco’s Municipal Zero Waste program.
Julia is passionate about making an impact at the local level. She serves on the City of Albany, California's Parks, Recreation, and Open Space Commission, co-founded the local school district’s Asian Pacific Islander Parent Engagement Group, and helped lead Voter Choice Albany to successfully advocate for ranked choice voting in Albany’s elections.
Julia graduated from the University of California, Davis, with a BS in Environmental Policy Analysis and Planning and has a Master’s in Communications from the University of Pennsylvania.
